Roseanne Cavallaro Reffner was born in Philadelphia, Pennsylvania. She lived in South Philadelphia and attended South Philadelphia High School. After graduation, she worked for the First Judicial District in the Adult Probation Department. She worked full-time while attending college and law school. She was admitted to the bar in 1999, Pennsylvania, New Jersey and the United States District Court for the District of New Jersey.
